[WMF-outreach-staff] Dear local team: IRC-related network oddities?

We gave them a list of network ports to have enabled and they will
enable all of them.

The issue is that we have to coördinate with Freenode that they know
that all these people connecting from the same place are not some kind
of denial of service attack.
