[Pdxpw-staff] install instructions for Sublime Text 2

Makes sense. Not sure how much of a risk we run with ST2 in that respect. I
had never noticed any problems in my own casual use. It's pretty smart
about stuff like that, as a lot of ST2 uses Python itself.
