[Events] Summer of Meta Mentorship in GSoC

With some feedback, I made the following change: Create a control group, 
to increase the quality of what we learn from the process, plus to give 
the meta-mentors some more slack.

Generally, it's progressed. I added an expected results section, and I 
listed out what tech will be needed. I also wrote the briefest of guides 
for meta-mentors for what to expect.
