Goal: create MVP version of an event bug set page, "bug set view" or List view
in the design doc. See

Development for this bug will include 
- tests!
- AnnotatedBug models, which have a many-to-many relationship with the BugSets
- necessary updates to the BugSet model and list view page
- the web view, where bug annotations can be edited; this will correspond to
http://openhatch.org/bugsets/slug
