After much searching and asking, it appears this is the correct link for adding 
a project (not via adding a bug tracker):

We should at the very least have this linked here:
http://openhatch.org/search/

and here:
http://openhatch.org/guide/

(That latter is where you go when you click "add your project" from the main 
page.)
