[OH-Dev] [issue940] Write an informative, welcoming wiki page that lists the 5 most important OpenHatch email lists

I made this wiki page a while back, out of frustration with the mailing
lists, but I never finished and it's not particularly welcoming:

I am very much in favor of making the list of mailing lists prettier.
