People search displays nothing when a search is done with a blank field for
"Search for" (People) and a common location in the "near" (Location) field.

If "Search for" is left blank and "near" contains 'San Francisco' and the
"search" button is pressed, nothing is returned (even though there are people in
the database that are located in San Francisco.

** Filing as a new issue instead of reopening 882 to avoid confusion. Issue 882
contains references to the old visual map of people locations. That map was
removed from the user interface.
