[OH-Dev] oh-bugimporters refactor: in progress

Hey all,

At PyCon sprints and in the days after it, berryp and johnmorr added a 
Github bug download backend and refactored the bug import code into a 
separate Python package.

I'm sending this email to clarify a few points:

* This work totally rocks

* It is partially deployed

and to say my current focus is to make sure it's properly deployed, that 
our deployment scripts handle it correctly, and that any issues are either 
fixed or have bugs filed against them.
