[Devel] Decision on the forums

For now, to try out having a web forum, here is my plan:

I am going to set up Vanilla forums and set up login integration but no 
email list sync (because it doesn't support that), and I will add notes to 
the training missions that those are a good place to ask for help.

If someone thinks this is a bad idea, say so soon! My hope is to get this 
done during June, which is flying by.
