Create a new mission that takes the user through the steps of searching and
filing a good bug report.

Missions could involve:
1. meaningful searches - finding dupes in a bug tracker
2. finding a list of bugs about a particular function
3. triaging in a test tracker: judging whether bug report is good or bad, maybe
the task could involving reading some reports and deciding if they are good /
bad / dup...
