[OH-Dev] Issue567/Issue262 Enabling IWH_Handler

All,

I implemented the main functionality for the IWH Handler (IWannaHelp
Handler) as described in https://openhatch.org/bugs/issue567.
Since there is not yet a good looking design for the page,  made it hidden
by default.
To enable this feature, edit your local_settings.py file and set a variable
called "ENABLE_NEW_IWH_HANDLER" to True

ENABLE_NEW_IWH_HANLDER = True

Now, restart your django server and project pages will have a tab called
"IWH Handler" allowing people to mark whether or not People who want to
help have been contacted.
