[OH-Dev] [issue631] New bugimporters backend should support downloading data from Launchpad

The new customs/bugimporters/* code needs a module for downloading bugs from
Launchpad.

A good initial base for this is probably the bugimporters/roundup.py code.

This should get into 0.11.11 if we are good, so we can migrate the current code out.
