[OH-Dev] [issue517] Flash notifications could be prettier / more standardized

The flash notifications on the portfolio import page look nothing like the rest of 
the site. We should standardize the notifications there with how notifications look 
elsewhere on the site (in a way that looks pretty / not jarring).
