[OSCTC-planning] Infrastructure changes

Stepping back from the front-page redesign, although I am excited about
that.

We've got a discourse instance up and running:
http://discourse.openhatch.org/

It's not particularly ready for people yet, but I wanted to share it to
give context to my perspective.  I wonder if discourse itself could be the
"canonical resource" that points to everything else?

For example, for point C in my original email, we could have a category
called 'Contribute' that welcomes people who want to contribute to OSCTC
and points them towards relevant resources - the OSCTC repository and issue
tracker being the main ones.

A lot of the information on the wiki and in the githhub repositories is
also naturally pointed to by the 'Logistics' category.  Ditto for the
'volunteers' categories.
