[OSCTC-planning] OH-affiliated projects info

I moved the OH-affiliated projects spreadsheet into the OH-affiliated
projects folder, and added a doc to keep email templates.  I put the email
template I just used to ping projects in there.  We probably should put a
template email for introducing ourselves in that doc as well.
