Here's a response I gave to someone asking about where to advertise
women in tech events in Boston.

I'd also add reaching out to local tech media folks and local tech bloggers.

Hi folks,

Here's what I do for women-oriented programming event promotion:

1. send mail to Anne Hunter's Jobslist. This is a high-volume mailing
list with thousands of subscribers run by the EECS department. To get
an event on jobslist, you send Anne Hunter, anneh at mit.edu, the exact
e-mail you want her to send, perhaps prefaced with some more context
for her. Then she'll forward it to the list.

2. send mail to the undergraduate and graduate SWE-like groups at
local schools, including MIT, Harvard, BU, and Northeastern. For some
concrete examples:

http://www.ccs.neu.edu/groups/CISters/
http://swe.mit.edu/

but I basically Google "SWE <name of school>" each time -- sometimes
they don't have mailing lists and you have to send mail to the exec
board which changes as people graduate.

3. send mail to organizations that do women's programming outreach, e.g.

http://wtp.mit.edu/
http://www.bu.edu/lernet/artemis/

4. send mail to local non-collegiate SWE-like entities, e.g.

http://www.sweboston.org/
http://girlsintech.net has a Boston chapter

5. send mail to any company contacts that are into this kind of thing.
I know that ITA Software does a lot of community outreach, and Google
Cambridge has a women's group. I can get you specific contacts at
these places if you're interested.

I hope that helps!

-Jessica
