[OH-Dev] A new simpler future for openhatch.org web tech

I want to give special thanks to John Morrissey once more time. What Carol
& Elana & I concluded is that we don't have the volunteer capacity to
maintain server systems, but Heroku does (as do other organizations). With
the web app running on Heroku, we can move the current app to a subdomain
without having to deal with ongoing maintenance of the server it's been
running on since 2009. Plus, the future of the bug importers will hinge on
our ability to use something like Heroku effectively. So, thanks to John
for doing the heavy lifting on that move.
