[OH-Dev] [issue978] "Open Source Comes to Campus" Bug Set Creator & Organizer

In order to prepare for an on-campus event, the organizer picks out a set of
small bugs of an appropriate difficulty for the audience. Currently, mentors
handpick these bugs by querying the web interface and copying bugs into a
spreadsheet by hand: a very labor-intensive process.

The project would add a UI and back-end support to the OpenHatch website for
generating a "bite-size" bug set by intelligently querying the bug DB, allowing
for user customization and storage of the set.
