[OH-Dev] [issue1000] Upgrade jquery out of the stone ages

jQuery is kinda old and also we want to use
https://pypi.python.org/pypi/django-inplaceedit which requires 1.6.

We use 1.3 on oh-mainline---the current version is 2.0. Clearly we need an
upgrade. It will be great.
