Based on 02-24-2014 IRC discussion, wiki instructions for loading a OpenHatch
database snapshot into a local development environment were updated. The wiki
page is: https://openhatch.org/wiki/Importing_a_data_snapshot

The updated instructions should be tested. 

Note: This would be a good issue for a newcomer or OSCTC participant to test the
documentation.
