[OH-Dev] [issue931] Upgrade to stable release of Django (v1.6)

Upgrade the entire OH webapp project to the latest stable version of Django, which is currently at v1.6. 
This is potentially a major infrastructure project. 

Why? Related to https://openhatch.org/bugs/issue925 in which all the oauth django add-ons require 
Django 1.4+.
