[OH-Dev] [issue870] Make the main page the same whether people are logged in or not

The main openhatch page at http://openhatch.org/ currently changes to show some
 user dashboard panels if the user is logged in. That's a bit confusing
(especially to remember how to get back to later.) I would expect the main page
to stay more or less the same. The four panels for "build skills", "find a
project", "attend event", and "open up your project" are still useful even if
I'm logged in. And the panels that currently appear for logged in users,
Projects and Missions (the completed ones), I would expect to find on the
profile page.
