[OH-Dev] [issue874] "Add/edit projects" should be visually in the same line as "Projects", on user's profile

We recently improved people's profile pages so that "Add/edit projects" is a 
link at the top-right of the personal profile page.

However, right now, the link appears slightly below the blue header containing 
the word "Projects" -- it appears in the white-background content area.

An example of the best way to do this, I believe, is the "How to contact me" box 
on one's own user page (for me, http://openhatch.org/people/paulproteus/ ). 
There, you can see an "Edit" link that is not part of the <h3> tag, and yet it 
is within the blue header.

This bug requests that the "Add/edit" link be moved.

While you're at it, if you (dear reader) feel like making a similar change to 
the "Info" box, I won't object (but it's not at all required).
