[OH-Dev] For those who care about bug import code

I've just created two Github pull requests which make it clear that which 
parts of the code are responsible for figuring out the project that an 
imported bug belongs to. (The answer is that BugImporter objects are 
supposed to!)

I hereby request review; with a positive review, I'll merge and deploy. 
(I'll also fix issues identified during a review before 
merging+deploying.)

Once reviewed and deployed, this should have the effect of fixing a 
problem on the live site where all bugs in GNOME Bugzilla are improperly 
attributed to "GNOME Bugzilla" as the project, rather than to each 
individual project within GNOME.
