I also think we should license the bug downloading code
in a more permissive way (Apache 2.0 license, probably)
so that as we extract it out, we make a library licensed
in a way that people want to use it.

That will require doing legwork to figure out who has
contributed to the bug downloading code, and make sure that
they agree to it. Therefore I plan to do that legwork later.
