[OH-Dev] Documenting deployment with Heroku

Hey all,

I wrote some documentation on how to host an instance of the OpenHatch 
code on Heroku's hosting service.

I also updated our vendor/ directory to add a new dependency to correspond 
to the new way Heroku's database configuration works.

I'd love review on these!

I realize we don't have documentation yet on how to do a review. If you 
want to do a review but just aren't sure how, I suggest just reading the 
changes via Github's interface and leaving comments indicating you think 
they are, or aren't, worth me pushing+deploying.

Also if desired I can write some more clear docs on how to do reviews.

P.S. Daniel M., if you want to do this review, that might make the most 
sense since you are currently our master documenter!
