[OH-Dev] [issue662] After 28-Dec-2011 snapshots are empty

I was following the 'Importing a data snapshot' wiki page and went to
http://inside.openhatch.org/snapshots/ to download my first snapshot and I
started getting errors during the loaddata step. After hopping on IRC, Asheesh
helped me to realize that the snapshot was size 0. 

Submitting a new issue to fix the snapshots.
