[OH-Dev] [issue690] In redesign: Temporarily remove recommended bugs from the logged-in landing page

Right now, bug recommendations are disabled on the deployment because they
chewed up a bunch of database query time and rarely provided useful results.

We should therefore remove the UI component of them from the redesign. (Bonus
points if the implementation for this respects the settings.RECOMMEND_BUGS value.)

(This bug is about the redesign of the site that is occurring during 0.12.02.
