[OH-Dev] [issue799] Github tracker form should validate github_name and github_repo

It would be nice to have just a paste link and go style for submitting
trackers: a lot easier and quicker for the project owners. If we start this
approach with GitHub it would be nice to have things eventually consistent
for the other tracker systems out there.
