[OH-Dev] Tests pass; we're using Django 1.3.1

Hi all,

I just pushed some small but important infrastructural changes
to origin/master. In particular:

* The tests now pass. There were some small errors that were
  not a huge deal to fix, and had been broken for a while.

* ...except one, which was really a bug in Django's sqlite support.

So, now the site uses Django 1.3.1 -- both in development, and on
the openhatch.org deployment.
