[OH-Dev] [issue608] All tests should pass when using sqlite database

As part of the release goal of making it simpler to hack on OpenHatch, the
recommended database will become sqlite3, not MySQL.

Right now, some of our tests fail when using a sqlite3 database. This bug tracks
the progress toward fixing that.
