[Devel] [issue432] Bug tracker links on the web sometimes fail to mention the bug tracker type, causing a 404

I moved the all_trackers dict in the mysite/customs/bugtrackers/__init__.py 
module, which makes enough sense to me.

(Putting it in just "helpers" seems a little too meaninglessly generic to me. 
This way, it's organized with the bug trackers code.)

The Tracker model has a get_edit_url method now. Pushed and deployed, but Jack, 
again, please review
