[Devel] Inaccessible Islanders: show up on the map?

I like the fact that people on the inaccessible island (people with no 
location set) show up on http://openhatch.org/people/.

However, https://openhatch.org/bugs/issue443 is a bug requesting we remove 
them.

I wanted to bring this up on the Devel list in the hopes of getting a 
consensus on what the right behavior should be.
