[Devel] choosing a forum doc now on the wiki

At Asheesh's suggestion, I've placed the document for research on
choosing a forum on the wiki.  I will be doing the installs and
testing this weekend to see how easy everything is to update and will
update the wiki (and send a message on the list) as to what my
findings are.  If anyone has anything to add, please feel free.
