You can tell the difference between them - if the but has just been
created, the first line is e.g.

whereas for a needs-review one, a change like the following is present
in the changelist:
status: chatting -> need-review
However, I agree that it could be made clearer, in the Subject for
example (as I now see Karen has just suggested ^_^). I'll poke around in
the file that sends them to see what can be configured.
