[OH-Dev] Is it good that we send bug notifications to the list?

Hi OH-Dev,

Right now, whenever a bug is:

* Created, or
* Marked as need-review

we email that change to this OH-Dev list. I liked that idea, and Jessica 
McKellar indicated she liked it.

One concern I do have is that we don't clearly indicate *why* the bug got 
sent to the list -- the difference between the need-review email vs. the 
created email, for example.

I wanted to get a sense from other people if you do or don't like it.

So, let's hear it.
