Right now, when "wannahelpers" go through the interface of saying they want to
help, all it does is add them to a list.

In the future, it should:

* Congratulate them (yaaay you want to help!)
* Help them optionally find one or more bitesize bugs of their liking

and when we email project maintainers, we indicate what bug(s) the person wants
to work on.
