[Devel] New stylesheet for bugtracker

Hi!

I wrote an alternate stylesheet for the bugtracker (see issue #149 in the tracker). I'd like to state that this code should be published under the Affero GPL v3 or later.
Per today, it's not possible to make the tracker look exactly like the main page (due to some differences in structure), but I'm willing to help out unifying the site design at some point if needed.
