[OH-Dev] Making code deployment block on me less

Most of the pieces are in place to move the deployment to Heroku (keeping
linode2 for hosting the git/svn repositories). I updated
https://github.com/openhatch/oh-mainline/issues/1590 with the current state
of things.

I'd love to work with someone on updating the docs once we're ready to
Heroku-ize the site - Philip, would you be interested?
