[OH-Dev] Giving more people commit access

I think it's plausible that opening up commit access to larger numbers of
people will potentially lead to more errors/unwanted behavior being
introduced into the repo.  That's why I suggested multiple reviewers.  I'm
fine with seeing if a problem arises before trying to solve the problem.
