There are various semi-official OpenHatch tasks/roles/responsibilities that 
should be documented, so that it's clear to users who to contact for help with a 
task and what opportunities there are to contribute.

The login team is already documented 
(http://openhatch.readthedocs.org/en/latest/community/login_team.html) but may 
need to be updated.  We can include information about:
- publicity, including who can access the blog and social media accounts
- community moderation, including who can moderate the mailing lists (and the 
meta mailing list organizer (http://heim.ifi.uio.no/kjetilho/hacks/#listadmin)
