[OH-Dev] [issue827] Using non-existent keywords causes unexplained crash

If you enter a nonexistent keyword in the Keywords box when creating a new issue, 
it takes you to a "An Error Has Occurred" page that is probably a high level 
catch. We should have a deeper catch that tells you that you have an invalid 
keyword, instead of crashing.
