[OH-Dev] [issue759] Visting /customs/ and listing Trac bug tracker causes a crash

The problem seems to be that there is a Trac bug tracker in the database with a 
"/" in the name, and urls.py has no way to encode that into a URL.

(I'm working on a fix!)
