[Devel] Patch to add a note about finding python2.6-dev on Debian stable

This patch against commit 904f84c209ace805cda4 adds a note to the README about finding the python2.6-dev package on a Debian stable install.  I had to use apt-pinning to be able to see and install python2.6-dev, which according to the README is requisite to running openhatch.
